Temanggung, Central Java – July 28, 2026 – As part of the Community Service Program (KKN-T IDBU Team 21), Karina Margareta, a Business Administration student from the Faculty of Social and Political Sciences at Diponegoro University, implemented a community engagement project by developing a digital administrative system for waste management service (TPS) fee collection in Campuranom Village, Bansari District, Temanggung Regency.
The initiative was carried out during the KKN-T IDBU 21 program, which took place from June 20 to August 2, 2026, and focused on utilizing digital technology to improve the administration and monitoring of waste management service fees at the village level.
The program was initiated following field observations and discussions with the Village Head and local government officials. During these discussions, village administrators highlighted the challenges they faced in obtaining routine and transparent data on TPS fee collection, particularly in monitoring monthly revenue and tracking residents’ payment status.
Previously, fee collection records were maintained manually, making the recapitulation process time-consuming and limiting the village government’s ability to effectively monitor financial data. This situation also made it difficult for the village administration to obtain reliable information for evaluating TPS operations and planning the operational budget.
To address these challenges, Karina developed a digital administrative system using Google Sheets integrated with Google Apps Script. The system was designed to facilitate payment recording, automate fee recapitulation, calculate monthly revenue, and monitor payment status in a more organized and efficient manner.
The integration of Google Apps Script automates several administrative processes, allowing TPS administrators to record transactions more easily while enabling village officials to access real-time information without manually compiling data. This digital solution significantly improves administrative efficiency and enhances transparency in financial reporting.
The system was implemented across four hamlets in Campuranom Village—Putihan, Getas, Mindikan, and Tegalrukem. TPS administrators in each hamlet are responsible for entering payment data, while village officials oversee and monitor the recorded information. Through the system, the village government can accurately track the average monthly revenue generated from TPS fees, providing valuable data to support decisions regarding operational funding and budget allocation.
This information is particularly important because the village’s waste management services continue to receive financial support from the Village Fund. Revenue from community contributions alone has not yet been sufficient to cover operational expenses, as some residents have not consistently paid their waste management fees, while others independently manage their household waste.
In addition to developing the digital platform, the program included hands-on training for TPS administrators on system operation and data entry procedures. This capacity-building activity was conducted to ensure that the system could continue to be utilized effectively after the completion of the KKN program.
The initiative demonstrates the practical application of Business Administration knowledge in addressing administrative challenges at the village level. Rather than merely digitizing records, the system aims to improve operational efficiency, strengthen transparency, and support evidence-based decision-making in local waste management governance.
Furthermore, the program contributes to the achievement of the United Nations Sustainable Development Goals (SDGs), particularly SDG 11: Sustainable Cities and Communities, by strengthening village-level waste management governance, and SDG 16: Peace, Justice and Strong Institutions, by promoting transparent, accountable, and data-driven administrative practices.
Through this community engagement initiative, the digital administrative system is expected to continue supporting both TPS administrators and the Campuranom Village Government in managing waste service fees more effectively. Its long-term implementation is anticipated to foster a more efficient, transparent, and sustainable waste management system while serving as an example of digital innovation in village public administration.
